The Baker Institute Science and Technology Policy Program

Kirstin Matthews, Ph.D. is a postdoctoral research associate in the Science and Technology Policy Program at the James A. Baker III Institute for Public Policy at Rice University . Dr. Matthews' research focuses are biomedical research and health policy issues. Along with her responsibilities as the coordinator for science and technology policy research, she is currently the Project Director for the task force on “Access to Health Care in Texas: Challenges of the Uninsured and the Underinsured.”

Dr. Matthews holds a B.A. in Biochemistry from the University of Texas at Austin and a Ph.D. in Molecular Biology from the University of Texas Health Science Center at Houston , where she characterized the protein and gene for carboxypeptidase N in mice. During her graduate career she published four scientific journal articles and a review.
