1.
The name of this organization is Humanitarian Medical Outreach. (a)
To organize
international efforts to improve the healthcare and medical treatment in needy
communities. (b)
To work as
partners with grass-roots, student, and community groups worldwide in an
exchange of knowledge and resources with the common goal of improving
healthcare. (c)
To
facilitate the long-term improvement of international health care through
educational outreach, emphasizing important issues affecting the health and well
being of individuals in the communities we serve.
(d)
To
increase the accessibility of the international travel experience to the Rice
community through missions that serve the humanitarian purposes of the
organization. 3. All interested parties are welcome to obtain membership in this organization, but at least one-half of the total membership must be composed of registered students at Rice University. All officers must be registered students. 4. The officers of Humanitarian Medical Outreach shall be as follows, and together comprise a Board of Directors: (a) the Executive Director, who shall oversee all meetings and activities, and ensure that the organization abides by the rules and regulations dictated by the Student Association of Rice University. In the case that a representative is needed, the Executive Director will represent the organization except when another member has been assigned or requested. (b)
the Assistant Director, who shall be responsible for documenting all paperwork
and who shall assist the Executive Director as needed. In the absence of the
Executive Director, the Assistant Director shall assume the responsibilities of
the Executive Director. (c) the Treasurer, who shall keep an accurate record of the organization's income and expenditures and maintain the financial accounts of the organization. (d) the Secretary, who shall keep and make publicly available an official record of all organization meetings and activities. (e)
the Associate
Director in charge of Fundraising, who shall oversee a committee of members who
will choreograph the fundraising efforts of the organization. (f)
the Associate
Director in charge of Grants, who shall oversee a committee responsible for
seeking out grant opportunities and writing proposals. (g)
the Associate Director in charge of Travel, who shall oversee a committee
responsible for planning international service trips. (h)
the Associate Director in charge of Publicity, who shall oversee a committee responsible for publicizing organization events. (i)
the Associate Director in charge of
Education, who shall oversee a committee responsible for planning
educational outreach programs. 5. The
Executive Director, Assistant Director, Treasurer and Secretary shall each be
selected by a vote of active members of the organization. Candidates for these
positions must also be active members. Active members are those who have
attended more than 50% of meetings of the whole organization. The vote of 51% of
voting members will be required to elect each individual. 7.
All money spent shall be approved by the Executive Director of the organization.
In the absence of the Executive Director, the Assistant Director can approve
spending. The signature of either the Executive Director or the Assistant
Director will be required on all checks, in addition to the signature of the
Treasurer. 9. Amendments to the constitution can only be made by an approving vote of two-thirds or more of the Board of Directors. Amendments must be presented in final, written form before they can be voted on, and may be proposed by any active member of the organization. |
