Lev organizes a wetlands workshop for lane Council of Governments, City of Eugene, City of Springfield and lane County staff. Division of State Lands, US Environmental Protection Agency and US Fish and Wildlife Service assist.
City of Eugene hires Lane Council of Governments to assist Spectra-Physics in obtaining a wetland permit for future expansion. Lane Council of Governments and a multidepartmental city planning team, with Oregon Division of State Lands and US Environmental Protection Agency assistance, work with Spectra-Physics.
The Goal 5 natural resources inventory is scaled down to a special study to reflect budget limitations. The Natural Resources Special Study includes only some of the Goal 5 resources: wildlife areas and habitat, water areas and wetlands.
Lev hired to conduct a natural resources inventory within the Eugene-Springfield Urban Growth Boundary, a total of 75 square miles, for wetlands, riparian areas, waterways, and selected upland habitats. Preliminary inventory identifies 765 acres of wetlands in west Eugene.
April - Study completed of historical wetlands in west Eugene from 1852-53 US Government Land Survey maps and field notes.
Eugene City Council subcommittee on economic development ponders individual process versus a comprehensive wetlands management plan.
July - the first public workshop on wetlands.
November - Eugene Chamber of Commerce and City of Eugene co-host a wetlands workshop for developers and property owners. The Environmental Protection Agency Region X, suggests applying for assistance through a planning and studies grant.
December - Spectra-Physics submits wetland permit request to Oregon Division of State lands and the US Army Corps of Engineers.
January - Eugene Planning Commission approves work program for WEWSAS. City contracts with LCOG to oversee the study.
February - Citizens Involvement Commission approves work program for WEWSAS.
Eugene City Council lobbies Congress for $250,000 to assist in wetland study as a national demonstration model.
Technical Advisory Committee meets (includes Oregon Division of State lands, US Army Corps of Engineers, US Environmental Protection Agency, US Fish and Wildlife Service).
April, June, November - Citizen workshops held, as called for in the work program. Workshops are held on describing wetland functions and values, the goals of the plan, and field methods. Public opinion surveys are taken. The mailing list is up to 250 addresses, which includes 125 property owners.
May - New federal wetlands delineation manual is adopted by four federal agencies.
Environmental Protection Agency grants the lane Council of Governments $50,000 for an inventory and evaluation of wetlands. LCOG hires Scientific Resources, Inc. to perform the inventory.
Summer SRI conducts west Eugene Wetlands inventory using the 1989 Federal Delineations manual as a guideline. A total of 1,430 wetland acres are identified using this method.
Lobbying efforts are successful. The Oregon Congressional Delegation is able to get $242,000 appropriated to assist in the study. Lane Council of Governments receives Environmental Protection Agency grant.
November - Division of State lands issues Spectra-Physics a removal/fill permit.
The US. Environmental Protection Agency directs that urban areas over 100,000 in population must obtain national Pollution Discharge Elimination System permits that include a stormwater quality management program.
January - Spectra-Physics wetlands mitigation plan released.
