Responsibilities include oversight and coordination of University research and graduate educational programs, including major research centers and institutes. Reporting to the Vice Provost are the Office of Grad. Studies, Office of Sponsored Res., and the Office of Intl. Students and Scholars.

The Vice Provost works with the faculty, department chairs, Deans and others to identify and secure sources of support for research from federal and state governments, private foundations and industry. The Vice Provost coordinates matching funds and cost-sharing for externally sponsored research, and principle investigators requesting such support should contact the Vice Provost early in proposal preparation. The Office of the Vice Provost also provides travel funds to faculty wishing to visit potential research sponsors. The Office of the Vice Provost has responsibility for activities relating to University technology transfer, and matters relating to intellectual property disclosure, patenting, copyright registration, and licensing should be directed to that office.

The OGS is the central campus office for graduate student enrollment management including admission, certification for candidacy to degree, petitions, and degree certification. The OGS distributes University Fellowships to support graduate study and manages external financial assistance programs including federal, foundation and industrial graduate fellowships. The OGS allocates funds to the academic divisions to support student travel to professional meetings.

The OSR processes the preparation and submission of research proposals to external sponsors including government (federal, state, and local) and non-federal (foundation, private, industrial) sources. The OSR assists faculty in budget planning and development and ensures that all areas of the proposal are consistent with university and sponsor practices and regulations. The OSR advises the Vice Provost for Research on matters that relate to the negotiation of the terms for agreements with government, private, foundations and corporate industrial sponsors. The OSR conducts workshops with new and continuing faculty to help familiarize them with the grant process at Rice and provides suggestions and advice to the faculty for matching their research support needs with sponsor mission. The OGS staff is available to assist faculty in development of their proposal budgets.

The OISS provides international students and scholars with advice and documentation necessary to maintain their legal status in the US. The OISS provides a full range of services to assist international students and visitors. Faculty wishing to sponsor visiting scholars (lectures, short-term research collaborations, sabbaticals postdoctoral study should contact the OISS for advise and visa processing information. The OISS also advises members of the University committee seeking H1 visa status.
