Installing the Japanese IME Keyboard on a personal Windows Vista computer
1-7: Follow the directions for Steps 1-7 for Installing International Keyboards for Vista.
  1. Press "+" preceding "Japanese (Japan) ", arrow preceding "Keyboard", select "Microsoft IME ", then press "OK"

  2. Press "OK" button for the 'Text Services and Input Languages' window and press "OK" button for 'Regional and Language Options' window.
