President Malcolm Gillis called to order and chaired the General Faculty Meeting in McMurtry Auditorium of Duncan Hall at 10:03 a.m. Alan Chapman served as Parliamentarian. Mark Berenson, News Editor of the Rice Thresher, was present.

1. Minutes of 03-19-03 Faculty Meeting - On motion duly made and seconded, the minutes of the March 19, 2003, Faculty Meeting were APPROVED as circulated in advance on the web.

2. Approval of Candidates for Undergraduate Degrees - President Gillis called on Deborah Nelson, chair of the Committee on Examinations and Standings (EX&S), to present the list of candidates for Baccalaureate Degrees. Nelson relayed there were no exceptions. She reported the exception that was approved at the March 19 meeting is no longer an exception. The student discussed at the previous meeting is now graduating with the correct number of hours.

President Gillis moved to approve the list of candidates for Baccalaureate degrees as circulated in advance of the meeting by Registrar Jerry Montag.

By unanimous vote, the faculty APPROVED that all 663 degrees be awarded. The list of names and associated departments are shown in ATTACHMENT A.

3. Approval of undergraduate honors - Once again President Gillis called on Nelson to present for faculty approval the list of students qualifying for University Honors. The list is summarized below:

Summa cum laude - 34
Magna cum laude - 71
Cum laude - 99

Again by unanimous vote, the faculty APPROVED for honors the 204 candidates listed in ATTACHMENT B. President Gillis requested that the names of honorees be kept confidential until they appear publicly at Commencement on Saturday morning.

4. Discussion and approval of "Master of Science in Teaching"- Speaker John Zammito explained the problem of several graduate students in the Physics Department who undertook a degree, Master of Science in Teaching, that was never formally ratified by the faculty. Due to an administrative error, the students believed this to be an approved degree program. Faculty Council recommends the two students be granted this degree on an exception basis. Ratification of this degree will be discussed at a later date if the departments involved wish to have it as part of the Rice University system. Gene Levy asked what the plan was to remedy this situation in the future. Zammito explained that the departments involved need to bring the degree request through the appropriate channels.

Pat Reiff explained the error came from a misunderstanding of the faculty meeting minutes of October and November of 1999. She stated there are more students currently enrolled in this program, although not graduating this semester. Reiff is hopeful that this degree program is continued, and she will push for it to be ratified.

President Gillis asked the minutes to reflect that he is asking the faculty members who initially presented the proposal of this degree program to ensure that it is brought through the appropriate channels for ratification by the general faculty before commencement next year.

Some discussion ensued as to the details of the degree program. Zammito pointed out that the current issue was only granting an exception to two students. Gillis confirmed this to be the case and explained that the issue of the Master of Science in Teaching degree would be clarified later. A vote was taken on the exception issue. The faculty APPROVED the two exceptions be granted.

5. Approval of Candidates for Advanced Degrees -President Gillis called on Clarence Miller, chair of the Graduate Council, to present the official list of candidates for Advanced Degrees. Miller stated there were no other exceptions other than the two just discussed. The list of those recommended for graduate degrees had also been previously distributed to all attendees and is summarized in the following categories:

After a vote, the faculty unanimously APPROVED the 431 Advanced Degree candidates (see ATTACHMENT C).

Bob Patten asked the Registrar's Office to prepare a list of all degrees authorized by the faculty for use by Faculty Council next fall. Registrar Montag agreed to provide the list.

6. Faculty Council's year-end report - Speaker Zammito gave a brief summary of Faculty Council's work and accomplishments this year.

A study of improving faculty governance at Rice is currently underway. It is hoped that next year a preliminary report will be available and discussions will be held with the faculty concerning faculty governance. One immediate change has been the reduction of the term for membership and service on Faculty Council for assistant professors from four years to two years.

The following important pieces of legislation on policy were enacted:

Written evaluations of assistant professors, amended Policy 214-03, Faculty Performance Reviews, approved by the general faculty;
Honorary title removal policy, Policy 202-03, Honory Faculty Title, approved by the general faculty;
Child-caregiver benefit reform, Policy 204-03, Faculty Family, Medical, and Professional Leaves, approved by the general faculty.

Faculty Council has also been involved with the problem of distribution requirements in the General Announcements. Faculty authority over the curriculum has been reaffirmed. Working with Deans' Council and the University Undergraduate Curriculum Committee, a recommendation is currently being prepared for an improved formulation for distribution requirements. Faculty Council anticipates this legislation will come before the general faculty next fall.

Additionally, two substantial investigations were undertaken: (1) Honor Council problems and proposed reforms and (2) Rice's participation in intercollegiate athletics.

Finally, Faculty Council now has regular meetings with the President, the administration, and the Chairman of the Board, opening important lines of communication useful in bringing forward and implementing significant issues.

Pending issues are the following: (1) policy on intellectural property, (2)"Professors of the Practice" policy, (3) research titles policy, and (4) benefits reform regarding child care issues.

7. Faculty Awards: Teaching Awards and Outstanding Faculty Associates - President Gillis presented the following awards to 26 outstanding faculty. In most cases, the awards consisted of a plaque and a check.

6. Overview of Faculty Accomplishments - The respective deans have reported the following accomplishments by faculty in their Schools.

A. ARCHITECTURE: Assistant Professor Dawn Finley (with Interloop A/D) had works published in Perspects 34, The Yale Architectural Journal as well as Droog Design, 010 Press. John Casbarian, Associate Dean, and Danny Samuels, Visiting Smith Professor (Principals: Taft Architects) are recipients of a Houston AIA Design Award for 2003. Professor Gordon Wittenberg also received a Houston AIA Design Award for 2003. Associate Professor Carlos Jimenez completed a third year as Jury Member of Pritzker Architecture Prize. Professor Jimenez was also the recipient of Architecture Award, "Home of the Year Award", Architecture, New York. He also presented a Guest Lecture at Europan 7 (Congress of Young European Architects). The Rice Building Workshop Design/Build Sequence by Rice Architecture Students under the direction of Danny Samuels and Nonya Grenader were honored by the AIA Houston with an "On The Boards" Honor Award this month. Over 40 Rice Architecture students made this project possible. Dean Lerup was named ACSA Distinguished Professor in March @ ACSA in Louisville, Kentucky.

B. GEORGE R. BROWN SCHOOL OF ENGINEERING: Kyriacos Athanasiou (Bioengineering) is the President-elect of the Biomedical Engineering Society. Lydia Kavraki (Computer Science) received the IEEE Early Academic Career Award 2002, and is considered one of 100 top "Brilliant Young Innovators" under 35 (MIT Technology Review). Moshe Vardi (Computer Science) was elected to the European Academy of Sciences for Outstanding and Lasting Contributions to Novel Computer Technologies. Moshe is also a Fellow of the American Association for the Advancement of Science. Naomi Halas (Electrical and Computer Engineering) received the Congressionally Directed Medical Research Program’s "Cancer Innovator" Award. Enrique Barrera (Mechanical Engineering and Materials Science) received the 2002 Presidential Award for Excellence in Science, Mathematics, and Engineering Mentoring. Chad Landis (Mechanical Engineering and Materials Science) received the NSF Career Award and the Office of Naval Research Young Investigator Award. Pol Spanos (Mechanical Engineering and Materials Science) was elected in the Greek National Academy of Science. Pol is also the recipient of the Theodore von Karman Medal given by the American Society of Civil Engineers.

C. HUMANITIES: Two humanities faculty are presidents of their professional associations this year: Suzanne Kemmer (Linguistics) of the International Cognitive Linguistics Association and Gale Stokes (History) of the American Association for the Advancement of Slavic Studies. Three humanities scholars won book awards this year: Patricia Seed (History) won the annual award offered by the American Historical Association for the best book in Atlantic History for her book American Pentimento: The Invention of Indians and the Pursuit of Riches. Steven Crowell (Philosophy) received the Edward Goodwin Ballard Prize for the best book in phenomenology published in the past three years for his book, Husserl, Heidegger, and the Space of Meaning. Hamid Naficy's book, An Accented Cinema: Exilic and Disaporic Filmmaking, was named by CHOICE as one of the outstanding books of 2002. Naficy is chair of Art and Art History. Rachel Zuckert (Philosophy) was awarded a one-year research fellowship from the NEH and a research fellowship from the American Council of Learned Societies. Linda McNeil (Education) was named distinguished alumna by the University of Minnesota School of Education.

D. JONES GRADUATE SCHOOL OF MANAGEMENT: J. Hugh Liedtke Professor Richard P. Bagozzi was ranked second in citations of all marketing faculty at accredited institutions in the U.S., with a total of 4,458 citations. Bagozzi was only 6 citations behind the leader, Professor Philip A. Kotler of the Kellogg School at Northwestern, whose total of 4,464. The citation analyses appear in an unpublished paper "Measuring the Impact of Marketing Scholars and Institutions," by visiting associate professor Larry Robinson. For his contributions to the study of accounting from historical and international perspectives, Herbert S. Autrey Professor of Accounting Stephen Zeff was inducted as the 70th member of the prestigious Accounting Hall of Fame. Zeff was honored at a ceremony hosted by the Academy of Accounting Historians, during the American Accounting Association's annual meeting in August 2002. Sally Widener, assistant professor, received the 2002 Outstanding Contributor Award from the Institute of Internal Auditors for her paper "The Contingent Workforce." She was also selected by the Rice MBA Class of 2003 as recipient of the Jones Student Association Excellence in Teaching Award. Assistant Professor Yan Anthea Zhang’s work on "Founding Team Comprehension and Behavioral Integration: Evidence from New Technology Ventures in China," won the "Best Paper" award and was published in the Best Paper Proceedings of the 2002 Academy of Management Annual Meeting. Assistant Professor Utpal Dholakia’s article "The Scope and Persistence of Mere-Measurement Effects: Evidence from a Field Study of Customer Satisfaction Measurement," was chosen for the lead article in the September 2002 issue of the Journal of Consumer Research, one of the most prestigious journals in marketing.

F. SHEPHERD SCHOOL OF MUSIC: Honey Meconi, Associate Professor of Musicology published a book entitled Pierre de la Rue and Musical Life at the Hapsburg-Burgundian Court by Oxford University Press. Richard Lavenda, Professor of Composition, composed 3 commissioned works, 2 CD releases of his music, more than a dozen performances of 5 pieces, and was producer/director of the first annual Jewish Composers Festival, an 8-day festival with Israeli performers and composers, masterclasses, lectures and performances. Robert Roux, Professor of Piano, attended a two-week residency with Bilkent Conservatory in Ankara, Turkey as a Cultural Arts Specialist on behalf of the United States Department of State. Anthony Brandt, Assistant Professor of Composition is the recipient of $25,000 CITI grant for the creation of a web-based interactive course for teaching introductory music courses. Assistant Professors of Composition Shih-Hui Chen, Karim Al-Zand, and Kurt Stallmann had numerous performances of their music in Boston, Rome, New York City, Dallas, Houston and other cities. Newly promoted Associate Professor of Composition Pierre Jalbert began a 3-year residency with the Los Angeles Chamber Orchestra, to work periodically with them in the preparation and performance of his chamber music compositions.

E. WIESS SCHOOL OF NATURAL SCIENCES: Richard Gordon (Earth Science) is the recipient of the Arthur L. Day Medal from the Geological Society of America. Joan Strassmann (Ecology & Evolutionary Biology) was elected Fellow, American Behavior Society. Peter Vail (Professor Emeritus) and James Lee Wilson (Professor Emeritus) received the Sidney Powers Memorial Awards from the American Association of Petroleum Geologists. Gustavo Scuseria (Chemistry) was elected Fellow of the American Physical Society and Guggenheim Foundation Fellowship. Rick Smalley (Chemistry) won the Glenn T. Seaborg Medical award. Peter Nordlander (Physics & Astronomy) was elected Fellow of the American Physical Society. Thomas Killian (Physics & Astronomy) is a David and Lucille Packard Foundation Fellow (first for Rice!).

G. SCHOOL OF SOCIAL SCIENCES: Hannah Landecker (Anthropology) was appointed Visiting Scholar for 2003-2004 at the Institute for Medical Humanities at University of Texas Medical Branch, Galveston. Joon Park (Economics) was elected a Fellow of the Econometric Society. Simon Grant (Economics) was elected a Fellow of the Academy of the Social Sciences in Australia. Robin Sickles (Economics) was listed in the 4th edition of Who’s Who in Economics. Rick Wilson (Political Science) was awarded a distinguished fellowship by the Russell Sage Foundation. Earl Black (with Merle Black) (Political Science) published The Rise of Southern Republicans, Harvard University Press. Randi Martin (Psychology) was elected Chair of the Publications and Communications Board of the American Psychological Association. This board oversees journal policy and makes selections of editors for the leading journals in psychology. Miki Hebl (Psychology) received the Rice University Women’s Resource Center Impact Award.

7. Recognition of Retiring Members of the Faculty - In ascending order of length of service, President Gillis acknowledged 6 retirees. Each will receive an inscribed captain's chair. Each retiree was asked to stand as their name was called.
