(1) Minutes (9/29/03, 10/6/03, 11/3/03) (Speaker): The minutes were approved.


(2) Academic Calendar Proposed for 2004-2005 (Jerry Montag, Registrar) (Speaker): The Registrar presented his concerns and recommendations for the 2004-2005 Academic Calendar. Issues discussed were mainly the timing for taking exams, reporting grades, administrative procedures, and commencement preparations.
An amended motion was made and approved by Faculty Council to adopt the appended calendar that the Registrar proposed.

(3) Courses for Distribution Credit Proposal (Speaker): Akin incorrectly reported that the Faculty Council has not received the Undergraduate Curriculum Committee's revised recommendation which Council requested in March 2003. The recommendation will be considered at the next Faculty Council business meeting, December 8, 2003.

(4) Intellectual Property Policy 333-03 (Deputy Speaker): Huffer (Chair, Faculty Council Policy Committee) reported that the Policy Committee will meet during the last week of this month to review the Intellectual Property Policy draft that was sent to the Faculty Council in Spring 2003 by the General Counsel.

(5) New Business:

(A) Graduate Council, New Charge Proposal, April 2003 (Speaker): (tabled for Council's December 8, 2003, meeting)

(B) Graduate Certificate in the Study of Women and Gender Proposal (Deputy Speaker): Council reviewed the Policy Committee's proposal and requested modifications of the language that pertains to the degree/certification. A motion was made to send the revised proposal, with the Faculty Council's recommendation for approval, to the faculty for vote in the General Faculty Meeting in spring 2004. (vote, unanimous)

(C) Reporting of Final Grades by Faculty (Speaker): Akin summarized Provost Levy's memo of November 13, 2003, which requested the Faculty Council's feedback regarding setting the deadline for the reporting of final grades by the faculty, for 12 noon, December 24, 2003. The Provost stated that there is strong reason to adopt a before-Christmas deadline as a regular measure to avoid the delay in informing students of their grades and to provide a more timely prosecution of the administrative functions and to be more in line with other universities. Council observed that while the goals are good, the calendar has been published and relied upon. The faculty have committed to class schedules, travel plans, etc., based on the published calendar. Thus, it is not practical for all the faculty to meet with this request. It was confirmed that the Registrar’s office would be working on December 24 and through the weekend to process the grades received on the 24th. It was suggested that this change be considered for the 2004-2005 calendar, which is still under discussion. It was also suggested that the Registrar identify, far in advance, all students for which early grades were needed. Akin will meet with Provost Levy to present Council's comments.

(6) Adjournment: The meeting was adjourned at 1:20 p.m., with the next Faculty Council business meeting is scheduled for Monday, December 8, 2003, 12 noon, Cohen House, Esther M. Cohen Dining Room.
