MDEChem has offered to GIVE the Rice Environmental Club 90 oz. of their "Blue Marble" gas additive. This chemical has been proven to lower NOX emissions and up fuel efficiency between 15-20%. Blue Marble has been tested by several labs, including ones here at Rice, and has been found to be safe and effective. The Environmental Club will be testing the four-cycle version of the product. HOUSTON--(BUSINESS WIRE)--Dec. 15, 1999--MDEChem Inc. (OTCBB:MCMH), through its national sales manager, Sammy Noland, announced today that it has received the first of many expected orders from the Texas Department of Parks and Wildlife and General Land Office for its patented Blue Marble two-cycle engine oil. The order is for 1000 gallons of oil that will be used in 200 of the department's boats in its fleet. This is an initial order and more are expected to follow in compliance with the Federal Pollution Water Control Act for "No Sheen" on the water.

Blue Marble two-cycle engine oil is an inherently biodegradable product that is blended from highly refined, white mineral oil (baby oil), incorporating the advanced ash-less, anti-wear additive formula and MDEChem's patented Phosfamid(TM) technology. Traditional two-cycle engines, particularly used in small boats, use a gasoline/oil mixture whereby much of the unburned oil ends up in our lakes and streams, polluting them. Such pollution is spurring various forms of legislation banning the use of two-cycle engines in various States and mandating that manufacturers of such engines make modifications in compliance with new emission standards. Since MDEChem's Blue Marble oil is environmentally friendly, it has been very well-received by regulatory agencies and engine manufacturers worldwide.

Lastly, the company is in the process of compiling information for its filing of Form 10SB to the Securities and Exchange Commission, thus becoming a reporting company. It is anticipated that the audit for fiscal 1999 will be done shortly after year's end, whereby the company can then file all necessary papers to the SEC. Details about the MDEChem "Blue Marble" operation at Rice...

1. Get an emissions test (free out at V-PEP , 12100 Kirkendahl).
2. Have 2-3 baseline data points on your exact miles per gallon. (The easiest way to do this is fill up your tank to the automatic cutoff, make note of how many miles you drive (to one decimal point) and then fill up the tank again. Note how many gallons it takes to fill the tank, and divide the miles you drove by this number.)
