Energy Security and Demand Reduction
Policy Formation in China and India
China and India are the fastest growing consumers and
importers of fuels. As such, their government policies designed
to obtain stable, low-cost and long-term supplies of oil,
gas and coal, among other supplies of energy in particular,
are shaping global energy markets and the role of international
organizations for producing nations (OPEC) and for consuming
nations (OECD). China and India are also rapidly industrializing
and urbanizing, and in the future their national and local
governments will become key actors in the formation, or
lack thereof, of demand-reduction and energy conservation
policies across the major energy consuming nations. The
Century Scholar student will assist Dr. Lewis in collecting
and analyzing government policies for energy security and
demand-reduction policies at the national and local level
in India and China. This research will also tie in with
ongoing comparative studies of the role of national oil
companies in the formation of these supply and demand policies
undertaken by Dr. Lewis and other researchers at the Baker
Institute for Public Policy. Previous experience with Chinese
and Indian public policy documents would be useful, but
is not essential. Dr; Lewis will also help the Century Scholar
student choose an associated research topic that can be
developed into a major thesis or manuscript and presentation
and submitted to an undergraduate student research conference
or publication (the Rice Undergraduate Research Symposium,
the Baker Institute Student Forum journal, etc.).

Formation in Asian Cities
As people in Asian cities urbanize and integrate with the
global economy, will they come to think of themselves as
members of transnational communities, groups and classes?
The Century Scholar student will help collect, codify, and
analyze appeals by governments, corporations and non-governmental
organizations in ten Asian cities – Beijing, Hong
Kong, Fukuoka, Kaohsiung, Osaka, Seoul, Shanghai, Singapore,
Taipei and Tokyo – made to commuters to think of themselves
as members of transnational, national and local groups.
Such a student will join more than a score of students from
Rice University and universities in Asia who have assisted
the Baker Institute for Public Policy’s Transnational
China Project in constructing a prototype online digital
image archive of thousands of advertisements collected from
these cities since 1998, a project supported by the Henry
Luce Foundation. Dr. Lewis seeks students who have an interest
in the comparative study of advertising, media, architecture
and public spaces. Familiarity with Chinese, Japanese or
Korean writing, and desire to study Asian Studies at Rice
University would be useful, but is not essential. Dr; Lewis
will also help the Century Scholar student choose an associated
research topic that can be developed into a major thesis
or manuscript and presentation and submitted to an undergraduate
student research conference or publication (the Rice Undergraduate
Research Symposium, the Baker Institute Student Forum journal,
etc.).
