As an intern with Afropop Worldwide, a program
produced weekly by World Music Productions, I have
learned just how important it is to keep streaming alive.
Many NPR stations no longer air our show and listeners
are provided with only one alternative, that is to hear us on
the web! I personally find that streaming has enriched my
life, I am grateful to still hear the radio I grew up on from
Colorado (KUVO and KGNU), the radio I worked on at
the University of Hawaii (KTUH) no matter where in the
world I may be. Streaming is just a great continuation of
the principals of radio. Without it, we may as well no
longer have any channels for free public expression.

KSER is my hometown community radio station and I

radio stations have gone off the internet due to this new
legislation.
Internet radio is an important asset for Americans overseas
who want to listen to news, music, discussions, and
information. Additionally, internet radio in general has
allowed me to listen to radio stations from around the world
and thereby learn a little about different cultures and also note
the interaction and inadvertent influences (both good AND
bad) of the U.S. and other countries.

efforts to maintain the development of
internet radio. In our environment
the internet is our primary source of
broadcast!
No one wants to be spoon fed music from
corporate big wigs who control most
of the nation's radio stations. College
radio stations (like WZBC and WERS
in Boston) are one of the only ways people
can be exposed to new and/or
different music that isn't backed by the
huge amounts of money that record
lables have for promoting their bands.
[Those radio signals do not reach
into areas west of Worcester in MA, so
students in the 5 college area are
denied their right to listen.] By taking
away the streaming radio, the US is
just taking one more step to secure the
music industry's place atop the
capatilist ladder and effectively taking
away our right to choose. I might
be wrong, but I thought business competition
was still legal in the US.

I only listen to college radio streams - all the CD's I buy gained exposure to from internet radio. I rarely buy anything that's played on commercial radio so the recording industry's position on internet radio is 180 degrees out of phase with my reality.

We live in Myrtle Beach, South Carolina. Our daughter is a DJ on the WSBF, Clemson Radio, 88.1 FM. The only way that we can hear her show is through the internet live stream. As both a parent of one of the WSBF staff members and a frequent listener to webcast radio, I am writing today to express my support for the Position Paper, "Arguments for Changes to the Digital Millennium Copyright Act (DMCA) via the Music Online Competition Act (MOCA)". In addition to the offerings of National Public Radio (NPR), broadcasts that are available from many outlets via webcasting is of great value to our citizens.
Through webcast reception, listners have access to programming that normally is limited to a much smaller market. By imposing such fees and restrictions as the changes to the DMCA represent, much of these opportunities will be lost. I and my family extend our best wishes to you and other educational and community stations as you confront this possible handicap in free speech and communications.

To Whom It May Concern,
As an avid college radio listener at Virginia Tech I am appalled by the proposed legislation that will in effect end WUVT's webcasting. This action is not only detrimental to the college area, it also shows gross negligence on the part of policy maker. College radio is a staple of the entire college experience, not just here at Tech but nationwide. The use of internet streaming represents a great technological advancement of the medium, allowing students to hear their music, no matter if they are home or abroad. To limit this right, would be to muzzle the freedom of every independently run organization. Just because WUVT and other student run radio stations are not out to turn a profit doesn't mean they shouldn't be heard. I hope that you will take my support into consideration, and I assure you that there are many others who are behind me and my support of the stations.

I fully support the small independent radio stations. They usually are the only ones that fulfill the "locals" need. DMCA is clearly yet another ruse to create conditions such that only nationally programmed big business radio can survive to market the banal and limited selection of made for video child stars and narrow selection of oldies. By upholding the original DMCA guidelines and dropping the DMCA fees, you allow us to listen to the hi-quality online streaming, uphold freedoms of speech, press and assembly & you'll do millions of online listeners from a great favor from australia to austria to australia- twice the world over.

Of course I had heard about the DMCA before being directed to your site from my favorite community radio station's site [KALX. Berkeley], but I was completely unaware of the impact it would have on the educational and community streaming stations. Commercial radio stations just don't play a wide variety of music; the best place to get that sort of music is the internet and independent stations. With even most local NPR stations becoming more commercialized, there are fewer places to turn for the programming offered by "public/community/educational" radio. I fully support this position paper and it's opposition to driving our stations into the ground.

My name is jesse cline. I live in gowanda Ny, and i am currently going to alfred state college. Out here we can barely pick up any stations, or any stations that i enjoy listening to. I like to go online and listen to 103.3 wedg out fo buffalo because it's the station i listened to at home. The college station doesen't always play music i enjoy, so my friend and i decided to go get our own show. We broadcast saturday nights from 11 to 3 am. Our friends and family are spread out all over the country, and they love the fact that they can get on the internet and listen to our broadcast through our stations beta test webcasting. I totally support webcasting, and i hope we can keep it going.

I oppose the draconian and misguided impact that the DMCA's streaming audio provisions would have/are having on college, public nonprofit casts of seldom heard music, public fora, etc. The record-keeping requirements alone are obviously aimed at entirely different situations than the operation of a noncommercial (they're all public, no matter what the three radio chain giants manage to convince Congress) radio station with an audio streaming feature.

I live in Somerville Mass and my favorite station is WZBC, a short distance away in Newton Mass. The problem is, that reception for their programs is on and off, because the city interferes with it, so I am told. I'd be very disappointed if the streaming programs were discontinued, or taxed so that ZBC had to stop offering it. They operate without profit as it is, and it could shut them down, I fear.

I have been a long time listener to radio, and over the last decade all of the local stations have lost interest to me due to their format changes, such as taking shows that I enjoy off of the air, and refusing to play music that I enjoy. Also many stations in my area are no longer music, or in a language that I speak...
This is why internet streams are so important to me. If it were not for them I would not be able to hear new music that is of interest to me. Therefore I would not purchase new recordings. In the end the artists loose, and I loose out in enjoyment of music.

First and foremost,one of the reasons why I even purchased a computer in the first place was so that I can here streaming audio from the internet and run it through my home audio system at home and I'll tell you why.Because I am very sick and tired of the same old set list that regular fm radio stations go by and due to the fact that they will play the same set of songs every single day just because they feel that it is popular or politicly correct.Internet streaming audio provides an infinite and unlimited variety of tunes no matter what type of music one may listens to weather it''s pop,opera,classical or heavy metal.The fact of the matter is the radio industry has always been afraid of the internet music thing and they should be but that does not give them the right to screwaround with or intimidate it.Maybe the radio industry will change it's ways some day or fall by the waist side.But intill that happens internet radio is it for me.So yes I support the position paper.Thank you for your time.

Here is something I sent to Ellen Tauscher today.
I listen to both KZSU and KFJC via streaming internet at home and at work. Without this I would not have access to these excellent stations.

I would like to show my support for HR 2724.
In general terms, the DMCA will place fees on college radio stations which they will not be able to absorb. Ultimatley, these stations will cease to provide streaming content via the internet. This would be regrettable.
In the Bay Area there are two station I regularly listen to via the internet; KZSU and KFJC. Neither of these stations is carried by cable operators in the Pleasanton area, nor is it possible to receive these stations over the air. Reception via the internet in Pleasanton is the only means by which these stations can be heard.
Please provide an exclusion or exemption from the DMCA for college radio stations.

I remember struggling to buy tape and other supplies when I was a student working at the station. Student-run stations are an invaluable training ground for the next generation of broadcasters. We can't afford to burden them with new fees.

the demands by the dmca are unreasonable and excessive at best. ktru (rice university radio) in houston, tx is an amazingly diverse and commendable station that, just like all community and college radio, deserves to be heard via the internet without being penalized and charged for the services they provide. the people who volunteer their valuable time and energy should be allowed to continue their work without having to compromise their artistic freedoms or sacrificing the quality of their respective programming.

While I am not completely opposed to the idea of having stations pay a fee to recording companies to play music over the Internet, I am opposed to retroactive fees going back to 1998 (when the law was signed) and the recording industry's forays into programing content. What this idea totally ignores is that the sound quality of 95% of streams because of bandwidth limitation is far inferior to the original CD and is in no real sense a competitive copy that anyone would want to listen to other than as a broadcast stream. They are out to get what they can. If they were genuinely concerned about competition with CD sales, they would have limited the levy to streams exceeding 64kbps which can reasonably compete with CD sound quality and they would have billed over the air FM stations because they can be input to a computer sound card to generate a much better quality digital file than almost all current streams available.

For those living outside of the major metropolitan areas, and for those who cannot travel to the music meccas of the world, college radio is often their only method of access to the 'new' and the 'unusual'.
Unlike their commercial bretheren, non-commercial broadcasters are often poorly funded. Frequently, staffing is predominantly (or exclusively) volunteer. The requirements of the DMCA impose a financially unviable burden upon the non-commercial broadcaster.
Congress should exempt non-commercial broadcasters from the requirements of the DMCA.

Kvdu.du.ed is the student managed Internet radio broadcast station of the University of Denver, Denver Colorado. A group of extremely dedicated DJs, student station management, and faculty advisors has worked endless and countless of their own hours toward the creation and operation of kvdu.du.edu since its first web broadcast in early 2001. The station's presence and reach have grown, and we have all dedicated personal time and energies to push further for more of the Internet experience, not to loose our campus based entry into evolving Internet innovations, and the upholding of the human expression through unprecedented world events.

In 2001, the NCE world is charged with the task of producing the most unique and engaging programming on the air, most often with minimal budgets. The Internet allows our stations to serve a larger audience via the Internet, bringing added costs yet generally no additional revenue, just to further our public service. As it stands, the DMCA will cause many of these stations to cease streaming and pay no royalties, a lose-lose situation for the copyright holders, the station, and most important, the listeners.
We agree that any legislation must make special arrangements for NCE stations.
