Regulations Governing

The following are rules, regulations, and information affecting clubs, excerpted from the Student Association Constitution, the Graduate Student Association Constitution, and the Student Handbook. Please refer to those documents and the Clubs Manual for more information concerning your rights and responsibilities.
MEMBERSHIP
No organization may discriminate in policy or action on grounds of race,
religion, color, sexual orientation, national origin, or sex.
Members of the
Rice community must comprise at least 50% of the membership.
Principal officers
and spokespersons must be currently registered Rice students. Clubs must
register every year. Please inform your successors of this
requirement.
BANK ACCOUNTS
Organizations may have bank accounts with JP Morgan Chase Bank.
The Department Coordinator (Student Activities Office, RMC Cloisters) must be able to
sign or countersign, in order to act on accounts when authorized
persons are
not available or the account has to be closed. Bank statements
are to be mailed
in care of the Clubs Office, MS 526, P.O. Box 1892, Houston, TX 77251-1892.
Service charges will be waived. Treasurers of clubs with bank
accounts are required to
attend treasurer training each fall.
SOLICITATIONS AND CONTRACTS
No organization can solicit funds from anyone other than its
active student
members without prior approval of the Assistant Director of
Student Activities (Clubs Office).
(All donations should go through the Department Coordinator, Office of Student Activities.) No organization may enter
into a contract with an outside firm or individual(s) without the approval
of the Director of Student Activities. Joint sponsorship of an event with
an outside group also requires the Director's approval. Forms to facilitate
approval are available in the Office of Student Activities.
SALES
Sales of books, stationery, supplies, and novelties are reserved for the
Campus Store; food for Rice Catering; all items at athletic
events for the Athletic Office; and alcoholic beverages are under
the control
of the Assistant Dean of Student Judicial Programs. No private enterprise
benefiting a single entrepreneur is permitted. Any sales of t-shirts or the
like must follow state law and report sales tax.
USE OF FACILITIES
For a college facility, use requires approval of the Master.
For any other
University facility, please see the Student Activities website.
If a majority
of the attendees of an event sponsored by an affiliated
organization are non-Rice
public, room charges generally assessed to a non-affiliated group
may be charged.
Admission fees beyond the actual expenses associated with an event must be
approved by the Director of Student Activities. All forms are available on

MAILBOXES
Club mailboxes are maintained in the Clubs Office throughout
the year. PLEASE CHECK YOUR MAILBOX WEEKLY, since bank
statements, important notices, and memos are sent there. In
approved instances, mail may be forwarded to another
campus department.
